Why the bottom panel is usually the one that goes
Low-level glass takes almost everything a house throws at it. Mower debris, kids, pets, furniture being moved, a knock while gardening. It is the pane closest to activity and the least protected.
It is also the pane where the glass specification matters most, because anything that breaks it is at body height on the way through.
Clean-up is part of the job
Removing the glass is straightforward. Making sure none of it stays in the garden bed, on the path or in the frame rebate is the part that takes care, and it is what stops a fixed window causing a second injury a week later.
